OSAS History

OSAS then and NOW
The founding of the Detroit chapter of OSAS dates back over a quarter century to 1966. Our union was originally organized because administrators were not being involved in the planning of programs which they were being asked to implement and expedite.

When administrators realized that they were faced with common problems, it became clear that the best way to improve their lot was to band together. OSAS has been an active union from the beginning. We have taken that one step further to be a proactive union, as our chronology will demonstrate.

OSAS wins major legal victory: Arbitrator orders school district to re-employ 272 demoted curriculum workers

January 18, 2001
Historic five-year labor agreement is reached with Detroit Public Schools

January 19, 1992
Coalition of Management, Labor and Legislators is organized

August 11, 1982
Coalition of Unions (13 DPS Unions) is organized

May 13, 1981
Michigan State Council of AFSA Locals affiliates with Michigan State AFL-CIO

December 18, 1979
Michigan State Council of AFSA Locals founded

November 3, 1967
The first OSAS-Board contract is negotiated and expired June 30,1968

January 25, 1967
The first "interim" agreement between OSAS and DPS is signed and OSAS is recognized as the sole bargaining agent for administrators and supervisors

October 5, 1966
OSAS is founded

September 15, 1966
Leaders of School Administrators Council (SAC) and Detroit Federation of Administrators and Supervisors (DFAS) meet at Burroughs Junior High School and lay the foundation for compromises which led to the formation of OSAS
