Our Mission

The members of this organization - by conviction, professional preparation and experience - are committed to the importance of man. This commitment is based upon certain beliefs that we, in common, hold to be true.

First among these is a belief in the dignity and worth of every individual.

We believe, too, that each person is entitled to a public education that will enable him/her to realize their maximum human potential.

A third belief is that a rational method exists by which problems that impede the process of education may be solved.

Juan Patiño – OSAS President

Juan Patiño has been with Detroit public schools for 10 years. Having worked in small group instruction as a bilingual ed-tech and then moving to a program associate 2 with the Office of Bilingual Education as a Parent Engagement Administrator. Juan worked as a Program Associate for Network 6 and is now a third year Dean at Amelia Earhart Elementary Middle School.

Joseph Schwartz - Executive Board Member

Joseph Schwartz works in the Bilingual Department as a Data Analyst. He also enjoys serving on the Board for OSAS and helping drive decisions based on the needs of its members. An Alumni from Chadsey, he is very passionate about being a voice for all students, staff, and district office members. Representing the Program Associates, advocating for ELL students, and living the 2020 Model fuels his motivation on a daily basis.
